What Is a Frontier AI Model?
The term policymakers use for some of the most capable AI systems being developed.
A short answer
"Frontier AI" generally refers to highly capable, general-purpose AI models near the leading edge of current technology.
There is no single universal definition. Different laws and organizations use different thresholds based on factors such as computing power, development cost, or model capabilities.
Why it matters
Most AI systems do not receive the same level of policy attention.
Governments are particularly interested in frontier models because improvements in their capabilities could create both significant benefits and new risks — including in cybersecurity, biological research, autonomous systems, and other sensitive areas.
That is why some recent laws focus specifically on the largest developers rather than regulating every AI system the same way. California's SB 53 and New York's RAISE Act, for example, establish transparency or reporting requirements aimed at large frontier-model developers.
The policy debate
One question is where the threshold should be.
A definition that is too broad could pull ordinary AI systems into rules intended for much more powerful models. A definition that is too narrow could quickly become outdated as technology improves.
Another approach is to regulate particular capabilities or risks rather than trying to define a permanent category called "frontier AI."
